Its more attractive to buy more licenses this way.
The benefit of this is that you will likely see more adoption from webmasters that have more websites as well as development agencies. For example, we have prime websites for which we would definitely buy licenses and also less important websites on which we would not spend extra money for the many plugins we use. We often purchase 'Agency bundle licences' to cater to this.

It would be nice to see something like this for app4cf.

It's already on the radar, but it's also not something that's not currently a high priority. It's not quite as simple as just offering different pricing, it would require a lot of backend work as well with rebuilding how the entire licensing system works. Also might need to change in general how those sites are treated support-wise (like does it make sense to offer full personalized support for each site for what might be a couple dollars per year, per site [no, definitely not worth it purely from a standpoint of hours spent vs. income]).

Again, not opposed to it, but there's a lot of things that would need to be sorted out first, and really no idea what that would look like exactly (or even if it would be viable).

I would expect that agencies and companies who have many licences require less support, because the use the software more and understand it better.
